Citrine Design aims to be a simple-to-use CSS library that still allows for basic customizability and expandability. As with any library, there are limitations and quirks, but the goal for Citrine Design is to allow anyone to quickly create visually pleasing web pages that also provide a good standard of accessibility. If you aren't a strong front-end web designer, this is the library for you, with pre-made commonly used elements (called components), a strong layout structure based on HTML standards and modern design that includes progressive enhancements.
If you are an experienced front-end dev, this may not be what you're looking as Citrine Design heavily relies on components and a standardized styling. While Citrine Design should not impede custom stylings you may want to add on top, there could be conflicts or quirks that would make it more difficult.
